Background
The first order: root out the corrupt within the force. The rules written in textbooks always warp when they meet the real world, and even the sharpest instincts cannot always distinguish a liar from an honest man. Are idle constables merely lazy, or hiding something more sinister? What did those who left take with them? Political currents erode the edges of order, like rain blurring the outline of a city. Yet his resolve remains unshaken. A man of action never stops moving. Within the space still under his control, he will preserve the order that must not be broken.
